I think the “wasted” 15-18 year old students could be helpful with that. Most of them are probably like Sulin and have been told that they’re just weak and lazy for years. So they’ll probably be pretty grateful to have their talents recognized at all. The effect would be even greater if Xu Sili reached out to adults who already graduated/never got to go to school at all.

Yes, like that kid that tested with him. He was happy to hear that he’ll still be employed properly by the empire. Plus the new ‘discovered’ adult elementalist that lived as ordinary people for years. They are foregone conclusion but they’ll be happy to still be listed and included as elementalist that will receive subsidiaries. Also, don’t forget that they are all forcefully enlisted in the military/front line. For most, being an elementalist might elevate their status but there will always be a couple of them that can’t adjust to being ‘warriors’ as their talent didn’t include being ‘fearless’. Having a secondary option for them will be good in the long run. Once commerce picked up, their crafts would elevate in value as they’re more efficient workforce.

Running an empire will always have opposition as many interest will be touch in the process. Just like those nobel taking advantage to horde higher position. There’s probably some corruption happening there but in reality they’re just the minority that happen to have larger influence and louder voice while the rest end up being mislead and misinformation (huh government and the the poor).
